What is DGFT?

The Directorate General of Foreign Trade (DGFT) is the government body under the Ministry of Commerce and Industry that regulates India's foreign trade policy. Every business that wants to export from or import into India must register with DGFT and obtain an Importer Exporter Code (IEC).

DGFT is responsible for issuing IEC codes, granting export licenses, administering export promotion schemes (like Advance Authorization, EPCG, RoDTEP), and implementing India's Foreign Trade Policy (FTP).

What is an IEC Code?

The Importer Exporter Code (IEC) is a 10-digit unique identification number issued by DGFT. It is mandatory for:

  • Importing goods into India
  • Exporting goods from India
  • Importing or exporting services (in some cases)
  • Availing export benefits like RoDTEP, MEIS (now discontinued), Duty Drawback

Without an IEC code, customs will not clear your goods, banks will not process foreign remittances for trade, and you cannot file shipping bills on ICEGATE.

Who Needs an IEC Code?

Any entity involved in import-export needs an IEC:

  • Proprietorship firms
  • Partnership firms & LLPs
  • Private & Public Limited Companies
  • Trusts, Societies, and HUFs (if engaged in trade)
  • Government departments (for certain imports)

Exemptions: Goods imported/exported for personal use (not commercial), government ministries for defense imports, and notified charitable organizations are exempt from IEC requirements.

Documents Required for IEC Application

  1. PAN Card — Of the firm/company (not the individual's PAN if it's a company)
  2. Aadhaar Card — Of the applicant (proprietor/partner/director)
  3. Current Account Bank Details — Bank certificate or cancelled cheque showing account holder name matching the firm name
  4. Certificate of Incorporation — For companies and LLPs (from MCA)
  5. Partnership Deed — For partnership firms
  6. Address Proof — Electricity bill, rent agreement, or property documents of the business premises
  7. Digital Signature Certificate (DSC) — Class 2 or Class 3 DSC of the authorized signatory
  8. Photograph — Passport-size photo of the applicant

Step-by-Step IEC Application Process

  1. Visit the DGFT Portal — Go to dgft.gov.in and click "Services > IEC > Apply for IEC"
  2. Register/Login — Create an account with your email and mobile number, or login if you already have credentials
  3. Fill the Application (ANF-2A) — Enter firm details, address, PAN, bank account, nature of business (manufacturer, trader, service provider)
  4. Upload Documents — Scan and upload all required documents in the prescribed format (usually PDF, max 5MB each)
  5. Pay the Fee — ₹500 (as of 2026) via net banking, debit card, or UPI
  6. Digital Signature — Sign the application with your DSC
  7. Submit — Application is processed online. Typical processing time: 1-3 working days
  8. Download IEC Certificate — Once approved, download the IEC certificate from the DGFT portal

IEC Code Fees and Validity

  • Application Fee: ₹500 (one-time, non-refundable)
  • Validity: Lifetime (no renewal needed)
  • Modification: Free — you can update address, bank details, partners anytime on the DGFT portal
  • Annual Update: DGFT requires an annual update (confirming details are correct) between April-June each year. Failure to update may result in IEC deactivation.

After Getting Your IEC — Next Steps

  1. Register on ICEGATE — For filing shipping bills and bills of entry electronically
  2. Get AD Code from Bank — Authorized Dealer code needed for customs registration at your export port
  3. Register at Port/Airport — One-time registration at your primary customs station
  4. File LUT on GST Portal — Letter of Undertaking for zero-rated export supply without IGST
  5. Obtain RCMC — Registration Cum Membership Certificate from relevant Export Promotion Council (e.g., FIEO, CHEMEXCIL, EEPC)

Common IEC Application Issues

  • PAN mismatch — Firm PAN and bank account name must match exactly. Even a small discrepancy causes rejection.
  • Bank certificate format — Some banks issue certificates that don't match DGFT's expected format. A cancelled cheque + bank statement is often more reliable.
  • DSC issues — Ensure your DSC is valid and not expired. Class 2 DSC works for IEC; Class 3 is needed for ICEGATE.
  • Address proof mismatch — The address on the IEC must match the address proof document.
